railroad land grants laissez faire

Does the Federal Gov't. from about 1865 to 1900 violate the principles of laissez-faire?

especially when it comes to subsidies Land rail? we had a discussion about this in class today and I really do not understand. if anyone has an opinion or knowledge of any source for more information would be wonderful.
